CaseViewer can't be used to transcribe JVL files. It doesn't have support for these files. I have installed it and there was no possibility to open these files. However, there is another application from the same developer that is capable of opening JVL files. The product is called Viewer 7. You can download it from the official website website as well.

You can use any version of the application with your JAVS TU-65 foot pedal, but personally, I recommend you download and install its latest version. CaseViewer currently supports three foot pedal types, the JAVS TU-60 serial control foot pedal, the JAVS TU-65 USB control foot pedal and the Infinity USB control foot pedal. Check the official user guide for further information.
